Nigeria's first female Accountant-General of the Federation, Dr. (Mrs.) Oluwatoyin Sakirat MADEIN, PhD, FCA, FCCA, FCNA, FIASP, FPIA, has paid glowing tribute to the immediate past Registrar and Chief Executive of the Joint Admissions and Matriculation Board (JAMB), Prof. Is-haq OLOYEDE, describing his retirement as the successful conclusion of one of the most impactful and reform-driven tenures in the history of educational administration and public service in Nigeria.

In a goodwill message issued following Professor OLOYEDE's retirement from active service on July 31, 2026, Dr. MADEIN who is also the Founder and Chairperson of the Olowo Oloye Foundation for Empowerment and Education, commended his nearly ten years of exceptional leadership at JAMB, noting that his administration fundamentally transformed the institution into one of Nigeria's most transparent, technology-driven, accountable, and financially sustainable public agencies.

According to the former Accountant-General of the Federation, Professor OLOYEDE assumed office in August 2016 at a period when JAMB faced significant institutional challenges, including operational inefficiencies, examination malpractice, public distrust, weak accountability systems, and limited technological integration.

She observed that through visionary leadership, discipline, integrity, and steadfast commitment to excellence, he introduced far-reaching reforms that restored public confidence and repositioned the Board as a model institution within Nigeria's public service.

Dr. MADEIN particularly highlighted the strengthening and expansion of the Computer-Based Testing (CBT) system, the comprehensive digitalization of JAMB's operational processes, the successful implementation of the Central Admissions Processing System (CAPS), improved transparency in the admissions process, and the institutionalization of prudent financial management and strict accountability mechanisms.

She noted that these landmark reforms significantly curtailed examination malpractice, enhanced operational efficiency, strengthened the credibility of the nation's tertiary admission process, and transformed JAMB into a financially responsible institution making substantial contributions to government revenue.

Drawing parallels with her own stewardship as Accountant-General of the Federation, Dr. MADEIN stated that Professor OLOYEDE's commitment to transparency, fiscal discipline, innovation, digital transformation, and institutional efficiency strongly reflected the reform agenda pursued at the Office of the Accountant-General of the Federation.

She explained that both institutions demonstrated that sustainable national development is best driven by principled leadership, ethical governance, accountability, innovation, and unwavering dedication to public service.

Beyond his remarkable administrative accomplishments, Dr. MADEIN described Professor OLOYEDE as an accomplished intellectual, respected Islamic scholar, mentor, and nation-builder whose humility, wisdom, and commitment to justice have continued to inspire Nigerians across generations.

She affirmed that his outstanding contributions to educational development, institutional reform, and public administration have secured him a distinguished place in Nigeria's history.

"As Professor OLOYEDE bows out of office, his enduring legacy of excellence, accountability, innovation, and transformational leadership will remain firmly etched in the annals of Nigeria's educational and public service sectors. The enduring structures, reforms, and high standards he institutionalised will continue to inspire future generations of public administrators and educational leaders," Dr. MADEIN stated.

She expressed profound appreciation for his immense contributions to national development and prayed that Almighty Allah (SWT) would grant him continued good health, peace, strength, fulfilment, and many more years of meaningful service to humanity.

Dr. MADEIN further wished the distinguished scholar and administrator a rewarding post-retirement life filled with greater accomplishments, divine blessings, and enduring joy.

She concluded by congratulating Professor OLOYEDE on what she described as "a truly outstanding and accomplished public service career," while thanking him for his invaluable service to the Federal Republic of Nigeria.
