OGHA PASSES RESOLUTION REQUESTING DIGITALISATION OF STATE LAWS



Ogun State House of Assembly has passed a resolution requesting a comprehensive compilation, publication and digitalisation of all existing laws of the State to enhance accessibility, preservation and revenue generation, even as the “Ogun State Development Planning and Project Community Law, 2025” was read for the first time during the plenary.

The passage of the resolution, titled: "H.R. No. 155/OG/ 2025- The Need for Compilation, Publication and Digitalisation of Laws of Ogun State for Accessibility, Preservation and Revenue Generation," followed the motion moved by a member representating Ijebu North East State Constituency and the sponsor of the resolution, Hon. (Barr.) Oluseun Adesanya, seconded by the Minority Leader Lukman Adeleye and supported by the entire House.

Opening debate on the motion, Adesanya noted that the State had enacted several laws over the years, which had become difficult for citizens, legal professionals, institutions and investors to access due to poor documentation.

He stressed the need for the digitalisation of the State’s laws to promote transparency, ease of doing business and institutional efficiency; while emphasising that the process would also create revenue opportunities through subscription-based access.

He urged his co-lawmakers to support the motion to align the State’s legal framework with global best practices in digital governance; while stressing the need to explore the benefits of modernising the legal system.

On their part, a former Speaker, Rt. Hon. Olakunle Oluomo and the Minority Leader Lukman Adeleye while lending supporting the motion, called on the State Government to create an online platform for all State laws alongside the local government bye-law to ensure easy access and aid public awareness.

They sought the need to resume the publication of the State laws and commended the sponsor for the initiative, adding that the digital platform would serve both the public and government agencies effectively.

The motion for the adoption of the debate was moved by Hon. Adesanya, seconded by Hon. Babatunde Tella and supported by all the lawmakers; while Majority Leader Yusuf Sherrif later moved that the motion be adopted as a resolution of the House, seconded by his Minority counterpart and unanimously supported by the entire lawmakers.

The Speaker, Rt. Hon. Oludaisi Elemide, thereafter directed that copy of the resolution be transmitted to all stakeholders so that the implementation process could begin.

In a related development, a bill titled: "H.B. No. 027/ PG/ 2025- Ogun State Development Planning and Project Community Law, 2025” was read for the first time during plenary by the Clerk/ Head of Legislative Service, Mr. Sakiru Adebakin, the Clerk of the House.
