Reno Omokri, a former aide to ex-President Goodluck Jonathan, says President Bola Tinubu has secured his legacy as Nigeria’s “greatest president” through the signing of the 2025 Tax Reform Bills.
In a post on X (formerly Twitter) on Wednesday, Omokri hailed Tinubu’s decision to devolve value-added tax (VAT) and other tax administration powers to the states, saying the move would restore fiscal federalism and usher in a new era of prosperity and accountability.
Omokri described the signing of the Nigeria Tax Act, 2025, and three associated bills — the Nigeria Tax Administration Bill, the Nigeria Revenue Service (Establishment) Bill, and the Joint Revenue Board (Establishment) Bill — as the most important achievement of Tinubu’s presidency.
“With this singular act, he has ushered in a period of prosperity, equity, and social security that Nigeria has not seen since the First Republic,” he said.
He argued that the reform mirrors the pre-1966 era when Nigeria’s regions controlled their resources and competed to improve internally generated revenue, rather than relying on federal allocations.
“The Tax Reform Act will reduce this behaviour where Nigerian politicians do not complain when one state contributes more than its fair share, but shout when spending doesn’t favour them,” he said.
Omokri criticised what he called the culture of entitlement, where some states generate little but expect large shares of revenue generated by others.
“How else can you justify a region that gets a VAT revenue of ₦341.45 billion from the federal government but generates only ₦101.09 billion, yet claims they are marginalised?” he asked.
According to him, the new VAT sharing formula — 50 percent distributed equally, 20 percent based on population, and 30 percent based on consumption — will make states more responsible and competitive.
He added that from January 1, 2026, the federal government’s share of VAT revenue would drop to 15 percent, while states and the FCT would receive 50 percent, and local governments 35 percent.
“By 2026, if you are not seeing development in your state, hold your governor responsible.
“They are already getting more than double what they got under Buhari, and that could even quadruple with the Tax Reform Act,” Omokri stated.
He said the policy would compel states to widen their revenue bases, unlike the current system where “the more you generate, the more others get.”
Omokri also praised Senate President Godswill Akpabio for supporting the reform, adding that “no one else could have achieved this” besides the duo of Tinubu and Akpabio.
“This Act has changed Nigeria forever, and you can’t put that genie back in the bottle,” he said
